If it's on the Internet, it's easy - you just need the URL. I'm not sure how to do it if you only have the picture on your PC.
Right click on the image and select properties. From there you can copy the URL. If the image is on a website, it has to have a URL (unless it's on some flash page or something else that's beyond my abilities).
